Election
Minutes of the last congress were read and approved, Trinidad
&
Tobago was added in the participants list, which was missing.
The President presented his report. He confirmed the approval of 32 places for
athletes in the next Pan-American Games in 2007. He highlighted that Countries
that need to be reached for Archery are concentrated in the Caribbean Region. He
mentioned about his technical visit to the Caribbean region, to Granada,
Dominica, Sn. Kitts and Nevis, Antigua and Barbuda and the Virgin Islands;
evident results of his work was the Dominica incorporation to FIT A, so he asked
the plenary to include Dominica as a Copanarco member, petition accepted. From
this day on there will be 25 member Associations.
The recent FITA Development committee re-organization was emphasized, which has
modified procedures and criteria for equipment and missions requests.
In
2003 Level Missions were held in Uruguay and Trinidad
&
Tobago. In this year special missions were held in Colombia, Guatemala,
Nicaragua and Honduras.
In 2004 Basic equipment kits were distributed among the following countries:
Antigua &
Barbuda, Bahamas, Cayman Islands, Haiti, Bolivia, San Kitts
&
Nevis, Nicaragua, Dominica, Paraguay, Panama and Costa Rica. This year FITA
Missions will be held in Dominica, Haiti, Costa Rica, Bolivia and Paraguay.
An Olympic Solidarity Seminar was held in El Salvador in June, 21-28, 2004;
there were 29 countries registered, and 6 of them don't have an Archery
Federation yet, but are very interested in creating it. There were more than 40
Coaches participating, which is a record quantity for this kind of Seminars.
A Proposal for the Copanarco Committees, which would reduce the Committees
quantity, was presented in order to have the strictly necessary ones for a good
quality performance within the organization.
The Trinidad
&
Tobago representative conveyed his thankfulness for the support given through
the successful Mission held in his country, besides he expressed his wish to get
involved in the Caribbean region development offering the resources he had in
his country.
He
emphasized that because of the closeness of the target countries in the
Caribbean region it would be very easy for him to keep in touch and give
assistance. In the same way Barbados offered assistance for that region.
The
treasurer report was presented and approved. The following requests were made:

A more detailed expenses report

The budget to be accomplished
·
Comparative information about what is requested to FITA and what is approved.
The
Development Committee report was presented by the Chairman. Maria Emma Gaviria.
She explained the changes and reorganization of the FITA Development Committee,
which is requiring some criterions and conditions for equipment donations and
Missions. Also explained that each year there's a meeting with the FITA Council
to present the plan for the Continent development and the required budget for
its achievement. She added that for each country to have additional support (a 2nd
Mission for example), a thorough evaluation of the results obtained from the
former one will be considered, so that country should show an evident technical
development generated from the previous support. The Committee report was
approved.
The
Judges Committee report was presented by Sergio Font. Among its work objectives
are to help in the judge’s selection for the World Ranking Tournaments in the
Americas and to establish a permanent communication with the continental judges.
It was
also conveyed the need to establish the Committee position regarding FITA and
Continental Judges re-accreditation. It was proposed that the continental judges
must submit the same test as FITA judges. The Committee will translate it to
Spanish and will use FITA rules for its evaluation.
Two
judges seminars have been held both directed by Sergio Font.
In the
Judges seminar held in MEXICO during the Mexican Olympic Festival there were 9
participants from Chile( 1), Argentina( 1 ), Puerto Rico( 1). Guatemala( 1) and
Mexico( 5)
Continental Judges approved are Myrna Castillo (Chile), Lourdes Acosta (Puerto
Rico) y Maria Cristina Guinchigliani (Argentina), the rest of the participants
didn't get the required grade.
In the Judges Seminar held in EL SALVADOR during the Archery Festival, all
participant judges approved: Dariela Tello Medina from Venezuela, Armando Mesen
Molina from Costa Rica, Alba Santos Arguello from Ecuador, Leonidas Antonio
Campos from El Salvador, Aimee Carrasquero Larreal from Venezuela y Angel
Sanchez Ameller from Cuba.
There are 9 continental judges more to collaborate in Archery Tournaments.
The Copanarco President, proposed to the Congress to incorporate Sergio Font and
Rae Thibert as Judges Committee members, which was accepted. It was also decided
to appoint Sergio Font as the Committee President, since the current President,
Victor Rodriguez, is having coordination and communication problems with the
Committee and Copanarco because of his job, what has cause him not to be able to
fulfill his duties as the Committee President.
Regarding the reorganization of the Copanarco Committees, a proposal was made by
the Presidency after evaluating each committee work, eliminating the less
relevant and combining others that has some kind of relation, having as a result
a more efficient organization condensed in a few working committees.
The congress considered the change beneficial and necessary, nevertheless, in
was remarked that Copanarco constitution should change first, before making
adjustments in the Committees organization.
It was agreed to request the Constitution and Rules Committee to revise the
articles in the Constitution regarding Committees and verify if it's possible to
restructure as proposed. If that restructure is not valid, the C&R Committee
should propose a change in the Constitution that allows a better organization.
These changes would be approved in the next Congress or in a special meeting for
that purpose.
Venezuela offered to hand out a copy of the current Constitution before the end
of the PanAmerican Championship and Puerto Rico offered to translate that
Constitution in order that every country was able to analyze them. So everybody
would have the current and proposed Constitution by the C&R Committee in
Colombia last year (2003). A reasonable time will be expected for reading,
evaluate and propose any kind of motions if so is considered necessary. A
short-term response will be expected.
World Ranking Tournaments were proposed for election. There were 9 candidates
and only 6 of them would be approved. After voting the results were as follows:

Tournaments organized by the first 6 countries were awarded with World Ranking
grade.

It was
remarked that the rules established in Colombia in 2003. regarding World Ranking
tournaments requirements and declination fees are still valid,
Gloria
Rosa from Puerto Rico was the only candidate proposed as the Vice-President for
the Central American and the Caribbean region by Barbados and was elected
unanimously. There were three proposals for the two council member positions
available:
Maria
Emma Gaviria from Colombia was proposed by Dominican Republic and Mexico. Edgar
Vargas from Dominican Republic was proposed by Guatemala and Mexico.
Jose
Manuel Trujillo from Venezuela was proposed by Venezuela.
After
voting results were as follows:

Maria
Emma Gaviria and Edgar Vargas were elected as council members for the period
2004-2008.
Mark Miller was ratified as the North Vice-President for the period 2004-2006.
It was agreed to hand over the Copanarco flag to Brazil during the closing
ceremony of the XVI Pan-American Championship. It was confirmed that the next
Pan-American Championships will be held in Brazil.
Various
Sergio Font inform about the new judges test that is being prepared for FITA
Judges and encourage the Americas judges to get ready because it's probably they
will receive it before next World Championships
It was agreed to carry out a Judges Seminar during the World Ranking event in
Cuba in 2005.
Se propuso Puerto Rico como la sede para que las Islas del Caribe, en especial
las que se inician en el deporte, reciban un curso de Jueces.
The importance in organizing Junior and Senior Tournaments separately was
remarked, so both have chances to participate in international events and
therefore give young athletes the opportunity to develop.
The Technical Committee was requested to establish the way in which awards
should be organized during official Copanarco World Ranking events, including
rules like minimum participant countries in a category to give medals to that
category.
It was agreed that the next Copanarco Congress would be held in Mexico, during
